EU packaging rules apply, with PFAS limits on food-contact packaging

In practice: Where you send physical product to the EU, get written confirmation from your packaging suppliers that food-contact packaging meets the PPWR PFAS limits: 25 ppb for any individual PFAS and 250 ppb for the sum by targeted analysis, excluding polymeric PFAS, and 50 ppm for total PFAS including polymeric. The limits catch non-intentionally added and polymeric PFAS, so a supplier saying it adds no PFAS is not the same as compliance, and there is no sell-through transition: packaging first placed on the EU market from 12 August 2026 must comply regardless of when it was made, even though labelling, recycled content and recyclability duties only phase in from 2028 and 2030.

A practical preview for UK exporters considering Finland — an EU and Nordic market where the UK currently runs a trade deficit, not a surplus, and success depends on genuine competitiveness rather than preferential access alone — one of 101 markets in the Copernicus Trade Guide Library.

The full guide already covers the UK's trade deficit with Finland, its 25.5% VAT rate with a 13.5%/10% reduced-rate structure, the discouraged “importer's knowledge” origin route and the corrected Rinki packaging scheme in detail. The points below are additional: they cover the Åland Islands' unusual VAT/excise exclusion, highlighted here because it is the kind of practical, easily-missed nuance a synopsis exists to surface.

Beyond the VAT and origin-evidence detail already covered in the full guide, Finland has a genuinely unusual territorial quirk worth knowing if your Finnish buyer or distribution structure touches the Åland Islands: Åland sits inside the EU customs union but is explicitly excluded from the EU VAT and excise area [1]. Any goods movement between Åland and mainland Finland (or the rest of the EU) is therefore treated as a formal import/export requiring customs clearance and VAT reporting, even though no EU customs border exists — Finland's own tax authority is actively exploring simplification but says EU-level structural constraints, mandated by the EU VAT Directive itself, limit how far this can go [2].

Separately, and just as relevant to any UK exporter selling packaged goods direct to Finnish end users: the full guide's Rinki packaging-scheme content has been corrected for this edition. A €1m turnover exemption is sometimes cited for Finnish packaging producer responsibility, but it was abolished from 1 January 2024 — the current trigger is professional/VAT-registered business status, not company size, and this already catches overseas/UK distance sellers regardless of size. The scope widens further from 12 August 2026 to cover distance sales to businesses as well as consumers [3].
